The Statement to WIPO (Word) is quite short (3 pages) and quite useful. Haven’t read the Full Report (PDF) yet, but it sounds interesting. Focusing on knowledge, learning, and teaching seems like a good strategy in the context.
McCann also has a website devoted to Music and Copyright, including lots of links and documents.
